Job Description
The Site QA/QC Manager has the authority and responsibility for ensuring that both the requirements of the Linde Engineering (LE) Entity Quality Management System (IMS) and the contractually defined quality requirements are complied with. The Site QA/QC Manager is independent of construction personnel and liaises with the Site Manager on QA/QC issues. The Site QA/QC Manager advises and supports the Site Manager and the employees of the LE Entity site organization in the implementation of IMS-conform construction relevant QA/QC issues. The Site QA/QC Manager acts upon the compliance with the project-, standard-, and specific quality requirements for all disciplines, internally as well as for sub-contracts assigned to him/her.
The Site QA/QC Manager is disciplinarily subordinated to Head of Department Construction QA/QC and allocated to the Site Manager during his/her stay on site. The Site QA/QC Manager reports to the Site Manager and Lead Construction QA/QC.
- Ensure that LENA Entity HSE requirements for Construction QA/QC are observed in project documents and on site. Suggest HSE improvement measures
- Support the Site Manager and Construction Manager in supervising the adherence to the project specific "HSE Program Site"
- Lead, coordinate and professionally supervise the Site QC Engineer and Site QC Supervisor
- Non- conformity management. Handling of quality losses, non-conforming items/subjects and follow up corrective and preventive measures. Coordinate decision for remedy of non-conformities. Periodical status reports (NCR statistics, trend analysis).
- Carry out Pre-Inspection meetings and participate in Kick-Off meetings with contractors, clients and inspection authorities on site
- Review and approve the contractor's QA/QC documents (quality plans, work procedures, etc.) prior to start of construction activities
- Review contractor's personnel qualification (e.g. Non-Destructive Testing, Welders, Destructive Testing, Painting, Insulation, Refractory) prior to and during the construction activities
- Verify the contractors compliance with the project specific and code specific quality requirements during prefabrication and site construction
- Act as contact person for clients and contractors in quality matters
- Perform trainings of employees in terms of quality issues on site
- Monitor and supervise the implementation of the LENA quality management tools on site (e.g. WSD, SAS, ICM)
- Coordinate - Quality personnel of construction contractor - Authorities / Third Party - Quality inspectors of client / Project Management Company
- Monitor/witness the execution of inspections and testing according to project specific requirements defined in quality plans (ITP) and participates in inspections and testing with contractors, authorities and clients. Compile and follow up quality related punch items
- Perform site audits towards contractors in liaison with Construction QA/QC (GCQ) Head Office Lead Auditor. Coordinate and participate in client's and authority audits
- Support the site management prior and during internal and external audits. Coordinate the external audits
- Prepare and issue the monthly, respectively weekly, and final QA/QC status report
- Verify availability and correctness of material test certificates (MTC) and correct material marking transfer
- Log and file documents required for daily work and final documentation
- Verify quality documentation at end of construction and subsume the documents for the EC- Certification of Conformity (if required)
- Coordinate in consultation with Head of Department Construction QA/QC, the team members absences with a view to continued coverage of the defined scope of work
- Expedite outstanding engineering quality documents
Qualifications
Required Knowledge, Skills and Abilities:
- Bachelor's Degree in engineering or equivalent experience
- Minimum of 10 years of project / construction experience in Petrochemicals/Industrial Gases, Power industries
- Knowledge of QA/QC system requirements (e.g. acc. to ISO 9001:2008)
- Knowledge of national/international and project specific quality standards and regulations, design and fabrication codes i.e. ASME B 31.3., ASME IX, ASME V, API etc.
- Detailed technical background and experience in welding technology, NDE, materials technology. (e.g.welding engineer, NDE level 2)
- Technical background and experience with handling of quality matters of various disciplines i.e. piping, structural, electrical, instrumentation, coating, insulation, fire proving etc.
- Familiarity with US national and authority requirements
- Precise attention to detail and organization skills
- Precise oral and written communications and reporting skills
- Proficient Computer Skills (Microsoft Office, Lotus Notes)
